I think wait at least until 75% for the heroes, cause once that you have only 5 levels at each townhall, so it’s hard, but useful

What are the hero levels? 25/25 is generally fine to move up on. Wouldn’t go up without at the very least 20/20.
No I really don’t think you should. The lab and heroes will take even longer next town hall because you now have to finish town hall 9’s upgrades. But it’s really up to you
