It’s probably because it’s impossible to partake in clan wars (the 10k to rebuild the clan castle exceeds the maximum amount of gold that can be held by th2 storages) without buying packs. I assumed this base cooldown rule applied universally, but apparently it is only in effect at th3 and onwards when you unlock the base editor tool.
As a side note, your th2 war base cannot differ from your th2 home base as there is no tab to access the war base.
