Everything fixable yours will just be very painful
You need lot of patience
Yes it’s better to fix than starting over imo, you can get way more loot by farming in gold and crystal and since the upgrades are so cheap you will progress fast

Every rushed base is fixable.
Just upgrade super barbarians and loot will be really easy to come by in gold and crystal
I’ve got a TH12 only just better than this one and getting sneaky goblins makes it so easy. So yeah just get your goblins to level 7
