Max your heroes first
At least 35 the queen for charges/walks

you can rush to th11 for sneaky goblin farming and to start working on warden, but there is no harm in waiting since you still have quite a few buildings left to upgrade for th10. Once you get most buildings maxed, upgrade your town hall to avoid wasting builder time. Hero level doesnt matter much for farming, but if you do wars often you may want to get them up as well.
I think you should do at least 10 more hero levels and get all your walls to lvl 10
