[ASK] log launcher can be upgraded at lab level 10 but not siege barracks, although they both are th13 siege machines? Is this a glitch?

This wouldn’t be a glitch, maybe just something overlooked by supercell, kinda like the fact that you can upgrade lightning with a th4 lab even though you don’t get lightning until th5
